Fantastic Four: Rise of the Silver Surfer and Hellboy actor Doug Jones has confirmed via Twitter (see below) that his Arrow villain Deathbolt will be making an appearance in the season one finale of The Flash. We obviously haven't met him yet or seen what he's capable of, so time will tell whether or not this is something to get excited about. However, Jones' Tweet also confirmed that the episode will be titled "Rogue Air", a name which perhaps has a lot more in common with a certain supervillain team than it does the Reverse-Flash. "We’re going to do something with all the Rogues. I can’t promise it’s going to be this season," showrunner Andrew Kreisberg recently told TV Line. "We know that if the original [1990s] Flash series had gotten a second season, both John [Wesley Shipp] and Mark [Hamill] have told us that the first episode was going to be a giant Rogues episode. And that sounds like maybe a good thing for us to do, what they didn’t get the opportunity to do." While the Reverse-Flash will undoubtedly be the main focus of the finale, perhaps it will end on a cliffhanger which sees Barry confronted by a team of his greatest foes?

So we have almost all the Rogues on the show except for Top, Abra Kadabra and Mirror Master.

There seems to be confusion here. The Flash has 23 episodes in the first season, Rogue Air is episode 22, so the finale will still likely be about Reverse Flash.

They have done so much cool stuff already that there are now countless possibilities for future episodes and seasons. I personally don't mind whether we get the Reverse Flash showdown or a massive Rogues ep as a season finale, since they're both awesome, so whatever it is... bring it on.
