According to E! Online, Ray Palmer (Brandon Routh) will soon be looking to take his relationship with Felicity to the next level.
Olicity fans might not be too happy to hear about the scoop we just received. In an upcoming episode of Arrow, Ray Palmer tries to take his working relationship with Felicity to the next level, and asks her out on a date!

There will always be hope for the Olicity ‘shippers to a certain extent. But Sara’s (Caity Lotz) death is still very fresh. Having to take a lot of emotional responsibility for it doesn’t leave much emotional liberty for other things, like romance and fun. They need something good to happen to them really soon.[In the meantime] We get to see [Ray and Felicity] together quite a bit more, not just them working together, but them taking on new goals together to work on. I really appreciate their relationship because it’s not all about being sad and burdened all the time. When things are hard, he makes it light, which is what she used to do and she appreciates that. They have a little bit of spark-ness that you’ll enjoy. You’ll get a sparky, lustiness. I don’t know how else to explain it.
Talking with Variety, Malcolm Merlyn actor John Barrowman spoke about the looming threat of Matt Noble's Ra's al Ghul to Malcolm's personal well being.
He’s very concerned; he’s exceptionally concerned — there’s stuff coming up where you will see how concerned he is by the actions that he takes. That is something that we’ve not seen from Malcolm, because we must remember that Ra’s, he’s the head of the League, so he could be as strong or stronger than Malcolm. This is what we as the fans don’t know, but also, Malcolm knows what extent the League will go to, to get rid of someone they don’t want. So yes, he’s not afraid, he’s concerned. But there is fear within that concern.
According to Stephen Amell, Arrow season 3 is going to annihilate season 2.
I was sure pretty early on that Season 2 was going to surpass Season 1 for a variety of reasons. Namely: You learn so much in the first season of a show, and it'd be foolish to think those lessons wouldn't be applied. Plus, I knew about the addition of a soon to be struck by lightning fellow and the integration of iconic elements from the Green Arrow mythos as a way to up the villain ante / tie together the flashbacks and the present day for the first time. So what happened? Season 2 was better. Out of respect for the previous sentence, I've wanted to reserve judgement on Season 3 until I could see - at the very least - the first nine episodes. Well... I've seen them. Season 3 is going to annihilate Season 2.
Does Felicity belong with Ray or Oliver? In terms of comic book connections, Felicity may actually have closer ties to another Amell, Robbie Amell, who will portray the character on The CW's Flash. Prior to Felicity Smoak's greater exposure on Arrow, the character was best known for being the step-mother of Ronnie Raymond. Perhaps in the Arrow-verse, those two characters will have a romantic relationship instead of a maternal one?
John Barrowman went on to explain that everything Merlyn is doing in Starling City and with Oliver and Thea is to assemble a team to protect himself when Ra's al Ghul comes after him. So far, it appears to be working as in the last episode, Oliver declared Malcolm under his protection. However, is Team Arrow enough to take on Ra's and the entire League of Assassins? It appears that we're headed for that showdown as we progress through season 3.
For my money, Arrow season 3 is starting pretty slow. The stunts and fight choreography don't seem to be as prevalent as in past seasons. Perhaps the Arrow showrunners are holding back for later episodes? That may be the case as Amell is basing his comments on the first 9 episodes of season 3 and only 5 have aired.
