Artists like Dean Trippe, Joe Quninones, Ming Doyle and more regularly contribute revamped superhero comic book designs and stuff to a site called
Project Rooftop. Anyway one of their predecessors in this remix field was the one and only Jack "King" Kirby, who apparently redesigned the costume of Captain "Steve Rogers" America (which Jack co-created with Joe Simon way back in 1941) for an unknown purpose.
As its been said absolutely no one knows what prompted the Captain America art above or when it was even created, we may never ever find out?
It is a lot like the MLJ/Archie Comics patriot superhero The Shield, so it could have been another reason why the costume of Cap got changed back then but thats just completely speculation here. It doesn't alter the fact this could have been what Captain America could have been like and it is very interesting.
Remember since Kirby/Simon created both comic book characters and the Shield debuted/came out before Captain America. He could have abandoned the design to avoid a lawsuit from his former employer (MLJ) and his new employer (Timely/Marvel).
