It's become pretty commonplace for Marvel Studios to make sweeping changes to its movies, whether that's during production or with reshoots. This approach to storytelling is one that's worked well for them, and Doctor Strange in the Multiverse of Madness is another MCU movie that looked much different on the page than it did in theaters.
For example, the movie originally opened with Mordo being beheaded by the Scarlet Witch (a sequence which was actually shot), while The Illuminati lineup seemingly changed multiple times.
That group has received something of a mixed response from fans, primarily due to how quickly they were all killed. In Captain Carter's case (she wasn't the Captain Carter we met in What If...? but another Variant), she had a short battle with Wanda Maximoff before being sliced in half by her own shield.
Now, some newly surfaced storyboards from artist Soren Bendt reveal a version of the Doctor Strange sequel which saw Cap given quite a bit more to do.
As you can see below, Peggy looked set to help Doctor Strange and his allies escape from the rampaging Scarlet Witch, making a heroic sacrifice to buy them the time needed. This would have been a much better use of the hero, though we're guessing the sequence was cut either for timing reasons or restrictions caused by the pandemic.
Captain Carter's live-action debut actually disappointed many fans due to her being portrayed, like other members of The Illuminati, in a somewhat villainous light.
Whether Marvel Studios has future plans for her is tough to say, though Avengers: Secret Wars will likely be the best possible opportunity to give Hayley Atwell another shot at the role.
