They probably won't make a Batman Beyond Movie, but you never know. Harley Quinn was never part of the DC Universe until Batman: the Animated Series, and yet she was so popular with the younger generation that she crossed over into the comics, and now her character is being considered for the sequel to The Dark Knight. Batman Beyond is gaining popularity, especially because people can relate more to an older, tragedy-hardened Bruce Wayne and young (not-anywhere-near-as-wealthy) Terry McGinnis.
Here's my list (They include characters that most likely will not be in any movie):
Chace Crawford as Terry McGinnis/Batman
If you're gonna have a good movie you have to have good actors. Plus, Terry is supposed to be sixteen! Alot of people seem to think he is thirty. Crawford's had some experience in the Drama movie department and isn't just floating on looks. (Plus he did voice John Connor in robot chicken :P). Only problem is he is on Gossip Girl which means it butts in on the seriousness. Thankfully his repertoire is not consistent and he's the least toolish guy on the show.
James Darren as Bruce Wayne
An uncle gave me the idea (he's the reason I got interested in comics). As opposed to Adam West, Darren still looks imposing and has aged pretty well and can yell Terry's @$$ off if need be. While Clint Eastwood would fit very well into this role, he's taken on a character of his own. It would be like Obama playing Nelson Mandela. People wouldn't think batman or bruce wayne, they'd think dirty harry. Also Michael Keaton doesn't have the age.
Keke Palmer as Max Gibson
She has credentials plus has some of the no-nonsense character of Max.
Kea Wong as Dana Tan
Remember Jubilee from X3? Same girl.
Ellen Page as Melanie Walker/Ten
She did a really good job of being kind of the reluctant, not-sure-of-her-powers superhero as Kitty Pryde and she was brilliant in Inception. Plus, she has some of the personality traits of Melanie Walker. I think the character should be in the movie because she bridges Terry's experience as Batman with that of Bruce as she is Catwoman's indirect successor.

Bryan Cranston as Warren McGinnis
John DeVito as Matt McGinnis
Sigourney Weaver as Barbara Gordon
There is a method to my madness: the last time bagirl was played alongside batman in a live action movie the actress was Alicia Sliverstone. unfortunately she would not be old enough to portray an almost senior-citizen Batgirl so naturally somebody who looks comparable and matches the character's personality would be chosen. it may not have consistency with the tv show but it is consistent with the screen.
Angelina Jolie as Inque Clay/Inque
Probably the most deadly adversary of Terry's rogues gallery (if you don't count the Joker), she even almost asphyxiated Terry in the Batcave before Bruce Wayne got her wet. It's only fitting you would pair her character with the action queen of hollywood herself who has played the assassin role multiple times.
Maggie Q as Curarè
I could not agree more to this pair since she's already played a damn-good assassin. Plus, she is
Joseph Gordon-Levitt as Ira Billings/Spellbinder
Joseph Gordon-Levitt is perfect as Ira Billings. He can play cool and calculating and plays pretty much Scarecrow's old role. I would go for Cilian Murphy but he played scarecrow in Batman Begins.
Ray Park as Walter Shreeve/Shriek
Woody Harrelson as Mad Stan (BLOW IT ALL UP!!!)
No one plays a loudmouth, slightly psychotic zombie killer better than Woody Harrelson. That's why I see him as perfect for Mad Stan.
Hugo Weaving as Derek Powers/Blight
Probably the scariest supervillain since Phoenix (as opposed to Jean Grey), if Blight doesn't kill you he'll certainly cause you to have a premature death by carcinoma or leukemia due to radiation poisoning. Hugo Weaving just gives off that creepy vibe distinctive of Derek Powers, the man responsible for the death of Terry's father. Plus, he's known for his portrayal of Agent Smith in The Matrix, V in V for Vendetta, and the voice of Megatron in Transformers. Having Blight within a hundred yards of you is like an ebola bomb going off continuously; he is a walking plague. Although Blight does represent a public health concern, fortunately for Terry, the batsuit is radiation resistant. "Behold, I shall be a blight upon the land and everything I touch shall wither and die."
Adrien Brody as Tim Drake/The Joker
Yes, that's right. Remember when Robin was tortured by the clown prince of crime? The joker cloned himself through Drake. That's why so many people are going with Adrien Brody because Drake's supposed to be younger than the Bat, because Drake's profile in the show was similar, and especially because he was considered for the role in the Dark Knight.
Djimon Hounsou as Stalker
A cybernetically enhanced african game hunter, Stalker tried to hunt down Batman for sport once, kidnapping Matt McGinnis as bait. Stalker is an interesting character because he is not motivated by evil, psychopathy, greed, or vengeance as the rest of batman's rogues gallery. Rather, he is motivated by honor and love of sport. He even teams up with the Bat and helps him capture some of his enemies. In the end though, he still sees Terry as the ultimate game. The role would need someone of direct African background with a rather imposing build.
