Intro
The film begins with a montage of Iron Man - Thor - Captain America - Hulk individually fighting crime as Loki the God of Mischief is narrating
teasing our planet and heroes, and mentions Thor and how he wants the world to feel the wraith of the god of mischief. Hinting that he'll be invading our planet through a lost soul - HULK

Plot Points
In the past couple of years, the crime level has been higher than its ever been with super villains ( Whiplash, Iron Monger, Abomination, Wrecking Crew. from past films) Including recent sightings of a gray Hulk around the globe.
Because how bad the crime is getting, The President is requesting that SHIELD, reopen The Super Soldier Program with candidates willing to intake the serum and become a well known new defense team of the world alongside the police, and SHIELD.
Tony Stark himself has already informed General Ross that he & SHIELD are putting together a Super Soldier team, and that they are searching for Dr. Banner.
Though, to reopen the Super Soldier Program would require the best scientist in the gamma radiation field, and the only scientist that has come close to the actual serum is Bruce Banner. Him being the closest to the actual serum is also the reason hes a fugitive today, The Hulk..
SHIELD goes and find Hulk who is now in the arctic causing avalanches. They don't succeed in stopping the Hulk, but they do manage to shoot a tracker beam in the monster to keep up with his whereabouts before making the biggest discovery in history.
While still in the Arctic, SHIELD picks up another life form on their radar beneath the ice. They find Steve Rogers, the first & only successful Super Soldier known to the public as Captain America. And this discovery changes almost everything.
