According to whatsplaying.com, that is the plan of Classic Media, which owns the rights to the character and is currently talking to Steven Spielberg's Amblin and Universal about the potential project.
"Classic wants to put the chummy spite back on the big screen - as opposed to the small screen, which he’s been haunting since 1997," says the site of the character's starring turn in 1997's Casper: A Spirited Beginning. "... The company doesn’t want Casper to feature in any more direct-to-video films and instead has begun planning his bigscreen comeback. The film would be a live-action film (not unlike the 1995 film that starred Christina Ricci and Bill Pullman) that would again encompass CG elements. A 3D treatment has also been discussed. At this stage though, it’s all talk.In 2009 the comic Casper and the Spectrals was published. Like recent Batman and Superman offerings, it revamped Casper’s story - and the characters - hoping to draw in a fresh, new audience. One would imagine the new film would follow suit."
