Sony, when they were going to adapt Vulture, had it perfected. We would have seen a lot more aerial fights and Peter would have been beaten to a pulp multiple times.

Vulture and Shocker were kind of pathetic in terms of design.

The story does not justify him having the wing suit, which he gained years prior and which would have arguably gathered more attention from the Avengers/Heroes. He has a gang of thugs so just seeing him do an occasional vehicle heist using his wing suit is not going to warrant it when his thugs could just shoot the vehicle with alien tech weapons or hold it in place with alien tech weapons.

A logical choice would have been him building his suit over the course of the film because he's specifically aiming to steal from the Stark Jet, each encounter leading to an evolution of the suit and eventually Peter (And the audience) realize his plan by putting two and two together.

As for design, he did not need the wing blades because he's dealing with alien tech. Concept art shows at one stage he did not have the wing blades and he looked much better, it also would have allowed for a more imposing silhouette.

Giving him shoulder mounted 'laser guns' and a 'laser blaster' kinda devalues his design - even if neither aspect is used much it just raises questions when they are not used. The wings, claws and feet have always been the primary method of attack and those were barely used in the movie other than the warehouse and for lifting up stuff. The wings also were a bit over-sized, most likely because they had to incorporate the massive spinning blade segment.

Either way, lots of ways they could have improved him.
