1. TOBIAS "GREAT WHITE" WHALE
Tobias Whale is an organized crime boss and an enemy to Black Lightning,one of the first African American superheroes, so it makes since that he's an African American Albino (pretty much the only thing that sets him apart from Marvel's Wilson Fisk).
At first glance, the towering Whale may seem like a VERY obese man, but your eyes are lying to you: all that "fat" isn't what it appears to be. In realty, he is really hulking, head to toe, of muscle. His muscle's have muscles.
Why should he appear in Arrow? Well, the show has already proven that it's not afraid to use villains that don't belong to Green Arrow, stealing from the rogues galleries of other heroes such as The Batman (examples including Deadshot, Firefly, and the Doll Maker), the Teen Titans (H.I.V.E; Shrapnel; Brother Blood) and general DCU baddies (Deathstroke; Solomon Grundy; Amanda Waller). And not only does Whale pose as a MAJOR physical threat to Oliver but would also prove a great recurring villain considering the amount of stories you could tell with him. Like Wilson Fisk over at Marvel, Whale has a pretty big criminal empire. With that comes enemies. Not only would Oliver have to go to WAR just to take him down, but also other villains would want a piece of him. Oliver would have to deal with Whale AND Whales frequent gang wars with people like the Triad.
As far as casting goes, we need someone who isn't just big and looks like Whale, but also has a ton of muscle. Anybody remember the late Michael Clark Duncan as Fisk in Daredevil? Physically, that's the perfect example of the type of person should play Whale. Also I'd prefer if they actually get someone who is a black Albino, don't just change ethnicity because you can. And if it's too hard to find an Albino actor who matches Whales physique, at least try to do some type of make up. If it ends up looking silly or fake, just scrap it. I honestly don't know why comic book artist haven't taken advantage of Whale being Albino: a tall man built head to toe with muscle, that also has red eyes and pale skin; now that could look pretty intimating, which is a quality villains and crime lords need.
Also, don't use the Beware The Batman version of Whale. In that show, Whale was short, and didn't have any muscle. He was only in there to be the show's Rupert Thorne. He wasn't scary as a villain, original or interesting. If Humpty Dumpty tried kidnapping the comics Tobias Whale, his carcass would be floating in Gotham Bay. And if Gordon put the comics version of Whale in jail like in the episode Allies, Whale would have been out legally in a matter of hours, no failed intimation factor to it. Also, if Gordon tried playing bad cop with the comics Tobias Whale, Whale could have easily have snapped his handcuffs as if they were paper, broken Gordon's gun in two and snapped Gordon's neck. See where I'm going with this?
2. ANARKY
A fan favorite in the 1990's, Anarky started out as an enemy of Batman, but was later re-imagined as an enemy of Red Robin, before making his debut in multimedia in 2013 (the Anarky logo was carved into the wall of Joker's jail cell in the Story Mode campaign in Injustice: Gods Among Us as an easter egg, implying the cell once housed Anarky. He then made his first physical multi-media debut as the main villain of Beware The Batman. He was soon portrayed as a villain in the highly anticipated Batman: Arkham Origins). Anarky is an anarchist villain who kidnaps corrupt businessmen and politicians and murders them on live television, as well as committing other anti-government attacks. And he, like many Batman villains, is in dyer need of a realistic portrayal.
I think Anarky is a villain that would work really well in realism and in the show. In the real world, I always pictured Anarky as someone with many followers who aren't afraid to commit suicide for cause, not unlike like the League Of Assassins in The Dark Knight Rises. In real life, Anarky would probably where a yellow hockey mask, a bullet proof vest with the anarchist symbol painted on it, his red jacket and either a hood over his mask or his classic hat. That's how I always pictured him.
How would he fit into the show? Well, he would probably start off attacking buissnesses belonging to corrupt individuals like Amanda Waller or Simon Stagg (Stagg Industries has been referenced in the show; just an example). He'd probably run into Arrow when some of his targets just so happen to be individuals on Oliver's list of names.
3. THE PRANKSTER
The Prankster is a brilliant cyber criminal and an enemy of Superman and Nightwing. One thing that the show lacks is a recurring intellectual villain for Arrow to face. Prankster would be a refreshing version of this villain because, instead of deliberately leaving behind riddles/clues or putting innocents in death traps, he'd be committing cyber crimes and in order to find and stop this guy, Oliver will have to use the entirety of his wits.
4. ARCANE
Antone Arcane is the arch-nemesis of Swamp Thing and Avatar of the Black Kingdom (the rot). Now, I really don't think this show should overcrowd itself by going into the concept of Green (plant) Kingdom, the Red (animal) Kingdom, the Grey (death) Kingdom, the Avatars and all that stuff. I mean, I know Solomon Grundy was introduced, but still. So, now you might be asking yourself, if were not introducing those concepts then why put Arcane in the show? Well, originally, before Alan Moore redefined the character and Swamp Thing's universe, Arcane was a cultist and sorcerer who created this creatures called "Un-Men" who served him.
How would Arcane fit in the show? He'd be a member of Brother Blood's cult. Arcane would kidnap people (probably enemies of Blood) and perform disfiguring experiments on them. The end result would end up serving him and Blood. Their lack of free will and disfigurement would earn them the name "un-men." You know how Professor Pyg has his Dollotrons? Same concept, pretty much.
5. CAPTAIN COLD
If they go with Captain Cold, I think I'd rather wait to see him in the Flash series. If he's in the Flash series, I'd rather them use the classic version than go the superpower route. The reason being is because I've always wondered how a fairly realistic ice villain would play-off, with the ice gun and all.
And even if they do go the superpower route with Captain Cold, hopefully we see Mr. Freeze in a Batman: Earth One graphic novel or something.
