Speaking with Vulture, Captain America: The Winter Soldier screenwriters Christopher Markus & Stephen McFeely were asked about several spoiler elements of the Marvel sequel, which opened to $37 Million Friday.
Asked if they feel proud to have Robert Redford and Garry Shandling say "Hail Hydra," McFeely responded with laughs: "We weren't sure if those were gonna stick, but yes — deeply, deeply, deeply proud. It's just nuts. It's not the sole reason I write, to get famous people to say silly things, but it's sure satisfying! There are certain lines that, when you hear them come out of people's mouths, you get kind of giddy: 'We're really doing a comic book and making it real!' Especially with Redford, because Redford does not say any lines he doesn't want to say, and wisely so. He's been doing this for so long that he would come to the directors or come to us and say, 'You don't need these three lines, because once I've said these other lines, you'll see the rest of them in my face.' And it's absolutely true. Sometimes you write for a much worse actor than you get. If a guy like Redford wants to say 'Hail Hydra,' then it's just like, hell yes." The screenwriters also reassured that it was Kevin Feige's decision to take down S.H.I.E.L.D. in Captain America: The Winter Soldier. "That gave us a lot of ways to go and opened up the storytelling, that Steve could have such an effect on the world," said McFeely. "He doesn't change as much as characters do — he's sort of our Gary Cooper. The world does not change him too much — maybe we'll try that in other movies — but in this case, it's a success because he changes the way the other characters look at the world. And S.H.I.E.L.D. going down is part of that." Christopher Markus chimes in that while S.H.I.E.L.D.'s downfall was Kevin Feige's decision, "The S.S.R. (Strategic Scientific Reserve)  being under Camp Lehigh, Zola being in a computer down there, that's all stuff that we pitched hard and eventually they said, 'Let's run with that.'" McFeely adds, "[Marvel] is very open to ideas, and sometimes the weirder or more challenging they are, the more excited they get. They don't want to stand still and they don't want to be slavish to the comics. They want to create something that's indebted to the comics, but not a one-to-one, panel-for-panel remake."

On the reveal that Agent Sitwell and Senator Stern are HYDRA-affiliated, Stephen McFeely says, "That was our pitch, and that was a lot of fun. With Sitwell, we needed to reveal someone who was boots-on-the-ground, who you'd seen before, to shake you up. Short of bringing Agent Coulson back to life and turning him bad — and we didn't know he could be brought back to life — we had to use some returning characters to make this conspiracy story ring true. It can't be all new people where you're suddenly saying, 'And Bob from Accounting who you've never met, he's HYDRA too!' You needed one or two recognizable faces to make the reveal resonate." Asked how involved was The Avengers writer/director Joss Whedon and whether they have convos with him like 'This is where we want to leave Steve Rogers and Natasha at the end of the movie, will that work for you?, Markus says there wasn't much of that because there was no time to cross-reference that much. "But there is a Godfather, and that's Kevin Feige. He moves between the boroughs. But we've read Avengers 2, so we know where that's going. You're always aware of seismic shifts in the universe, but there's time enough between the movies that nobody tells anyone else, 'Don't do this.' And that's because they're committed to making the best movie each time. They're never going to keep their powder dry on one to save it for the next." About The Winter Soldier ending with Cap very determined to find Bucky, the screenwriters were then asked if The Avengers: Age of Ultron will hinder that momentum. "Well, the comics do that, right?" asks Markus. "I mean, the Avengers exist because all these people would have their own books and then come together for their joint adventures. The idea is that the Avengers stories require all hands on deck." McFeely says, "They go solve the global crisis, and then they solve their own personal crises a little later."
"But who's to say it's not on his mind while he's dealing with the Age
of Ultron
?"
added Markus. On Captain America: The Winter Soldier ending with Nick Fury heading to Europe for a mission and the mid-credits scene also taking place in Europe,  Markus says, "He's going after HYDRA, they're HYDRA … I mean, he wasn't going to Iowa, you know? [Laughs.]" "Yeah, that's Joss. All the movie is us, except for the scene where Baron Strucker introduces the twins," assured McFeely.
Finally, Christopher Markus and Stephen McFeely were asked whether there were any characters--namely Hawkeye--that they thought would feature in Captain America: The Winter Soldier, but didn't make the final cut. "It came up and we played with it, but we didn't pick Black Widow out of nothing," said McFeely. "She's sort of the embodiment of the morally murky world we live in now, and we wanted to put her in stark relief with Cap's point of view. If she's serving that function, and she's got the same job as Hawkeye, then we've got to find a reason for Hawkeye to be in it, and we don't want to disservice anybody. You can take smaller villains and give them small roles — like Batroc has a 15-minute sequence in this movie, and that's okay — but you can't really do that with Hawkeye. So we couldn't make that work." Markus added that "There were various things we pitched that didn't make it in, like before the missiles go off, Zola's computer just stands up and walks away. We always wanted to get him in his robot body, but everyone was like, 'He's a talking computer. Can't we leave it at that?'" What do you think?

After the cataclysmic events in New York with The Avengers, “Captain America: The Winter Soldier” finds Steve Rogers, aka Captain America, living quietly in Washington, D.C. and trying to adjust to the modern world. But when a S.H.I.E.L.D. colleague comes under attack, Steve becomes embroiled in a web of intrigue that threatens to put the world at risk. Joining forces with the Black Widow, Captain America struggles to expose the ever-widening conspiracy while fighting off professional assassins sent to silence him at every turn. When the full scope of the villainous plot is revealed, Captain America and the Black Widow enlist the help of a new ally, the Falcon. However, they soon find themselves up against an unexpected and formidable enemy — the Winter Soldier. Starring Chris Evans, Scarlett Johansson, Sebastian Stan, Anthony Mackie, Cobie Smulders, Frank Grillo, Georges St-Pierre, Hayley Atwell, Toby Jones, Emily VanCamp and Maximiliano Hernández with Samuel L. Jackson and Robert Redford, “Captain America: The Winter Soldier” is directed by the team of Anthony & Joe Russo from a screenplay written by Christopher Markus & Stephen McFeely and is based on the ever-popular Marvel comic book series, first published in 1941. Marvel Studios’ President Kevin Feige is producing the film. Executive producers on the project include Alan Fine, Louis D’Esposito, Victoria Alonso, Michael Grillo and Stan Lee. The creative production team on the film includes director of photography Trent Opaloch, production designer Peter Wenham, editors Jeffrey Ford, A.C.E. and Mary Jo Markey, A.C.E. and three time Oscar®-nominated costume designer Judianna Makovsky. “Captain America: The Winter Soldier” is set for release on April 4, 2014.

I found the Senator Sterns reveal to be funny at first, like BlackNerd but if you remember what he was after in Iron Man 2, namely Iron Man himself...and look at just how agitated he got that he didn't get his way...he was trying to get Iron Man for Hydra and failed! Brilliant bit of retcon there.

Senator Stern being a member of HYDRA was genius. Now we know why he wanted Stark's suits in Iron Man 2 so badly... He wanted them for HYDRA!

The Incredible Hulk still remains a mere plot-hole in the MCU.

I agree. As cool as it sounds, it's best to just leave it at that.

I wonder if they'll go the route in the comics where Fury is in hiding for so long he creates his own group of underground avengers. I believe things ended that way after Dark Avengers was over if I'm correct? Or Fury was responsible for creating that young group of avengers...something like that someone please correct me!

We need Batroc and Crossbones to have a bigger presence in the MCU. Loved them in the small doses that we got in Winter Soldier!

Zola will prob return as a MODOK type of figure in a Cap sequel or even Avengers 2. Hope to see a Masters of Evil incarnation in AOU somehow. Great film. I've already seen it twice. Not worried about AS2 going head to head with it soon. DOFP Might give Cap a little trouble but that's a ways away. These writers are a good tan for Marvel when they work with great directors. I didn't care for Thor TDW which they wrote. It was solid but not great. THey definitely improved Thor though. It seems like they work well with the Russos who are phenomenal directors. Marvel please find some more great unexpected directors. Russo bros are from Community and thy gave us he best Marvel film yet.

Cap 3 should be Cap, Widow, Falcon and WS vs Masters of evil and red skull. Like a mini teamup film. Caps leadership skills are great and he commands a small unit well. I wanna see him lead the avengers in AOU; he's the true and best leader. Crossbones, Zemo, M.O.D.O.K. , Von Strucker, and a psychotic 50s Cap and/or Nuke. The MOE Awaken the fake Cap somehow. They try to show how Cap's very creation during WW2 has ruined as many lives as it's helped. The psycho Cap challenges Caps views on patriotism, what lengths are gone to to preserve peace. This fake Cap was created to continue Caps legacy but the toll of the experimentation and literally having to TRY AND BE "Steve Rogers" drove him insane. Idk t could go a lot of ways. Also, I wanna see Cap 3 in Russia or Germany. Interesting to see him and his team have to work in enemy territory for a whole film. I wanna see a world traversing Cap 3. TWS showed how complex and interesting a Cal film can be. The scale and scope must be raised which is great cause this recent Cal film was hiiiiiiiiigh in scope and scale. Avengers level.

Basically, he's saying: Steve Rogers doesn't change. He changes the world.

My far the best Marvel movie to date. Even better than The Avengers.

This movie was simply great. Finally Marvel comes through. I think I still prefer the first Cap but this is just a notch below it. Iron Man 1, still, is the best in my opinion. Need to see this again

I did have some issues though. Some of the writing was a little much. Not every single line needs to be a quip or a metaphor. And A LOT of movies are guilty of this too. Some earnest writing would be nice.

Some parts were boring for me and I think they went overboard on the references. Did Iron Man need to be referenced like 6 times? Stephen Strange was pure bliss though.

While I think Winter Soldier was a complete badass and well done, I don't like the actor playing him. He was a so much stronger villain with the face mask on. I don't know what it is. I wanted to laugh every time he made a pouty angry face.

The action scenes were, for the most part, good but I hated the shaky cam at times and it was overused a lot.

I also thought it was interesting how uncomicbooky this movie was. They really worked hard to give Sam Wilson a practical reason for the Falcon name and costume. A lot of the designs were heavily militarized and there wasn't much color in anything aside from Caps suit. I didn't have a problem with this but I would assume others would.

7.5/10 for me. I hope Marvel continues making films on this level.

Also, did anyone else like how Zola's conscious getting uploaded into the computers was like foreshadowing for Ultron?

Fury goes underground and Bucky starts working for him.

And after all the bitching about Tony creating Ultron, it's honestly looking like Hyrda ia going to do it. An algorithm used to determine and eliminate all possible threats? Sounds like the founding of Ultron to me.

I was just going to say that. Having an established character like Agent Sitwell turn out to be a HYDRA plant was very smart.
