What if Batman had rescued Rachel instead of Dent? Batman would rescue Rachel,but she would abandon him for not saving Harvey. She would state that he was more important. Gordon,unable to save Dent,would tell Batman that he made the right decision,to save Harvey. (this is said because the Joker switched the addresses)Batman would then tell Gordon that Dent wasn't saved. word would get out that Dent was dead. This is going on while Batman is stopping the Joker.

A bad cop would tell drug dealers that the Bat was responsible for Dent's death. The dealers would tell members of their gang,who would tell the gang leader,who would tell a random person on their cell phone,who would report it to the press. Soon Batman would be hunted down. Gordon would say that Batman was innocent. However, no one would believe him. A large manhunt would occur ending up with Batman being killed. When Bruce Wayne is reported dead,people say that Batman killed him too. Gordon puts two and two together,and figures out that Bruce was Batman. Gordon tells this to the public,but Gordon is said to be insane,and is taken to Arkham Asylum.

Your logic is flawed. A rumor that Batman killed Dent wouldn't influence anybody especially when Gordon said otherwise.

pointer: if a manhunt lead to the death of batman, wouldn't they take off the mask once they killed him and everyone would know he was bruce?

The public would force cops to. They wouldn't stop protesting and following them. They would start a manhunt after several weeks

In all fairness to this story, towards the movie aspect its pretty bad. Flaws have been noted. It got a little silly at he tells him who tells her who tells them. The fact that no one would unmask Batman. "Well, Batman's dead." "Cool! Let's leave his body here and go watch Gray Ghost." And yeah, have Gordan ultimately end up in Arkham is an awesome concept, but it just doesn't fit this way.
BUT!!!
Slightly tweaked towards a PG/PG-13 setting, a minor change here or there, make it a dream and it would have made a great episode of Batman: TAS.
