Savitar, one of the Flash's greatest enemies in the New Earth era of the DC comics, named himself after the Hindu god of motion. In the comics, he was a pilot who obtained his powers from the Speed Force and with the ability to steal the speed from others linked to it even though the character made his debut in the comics with no identified name, but here in the Arrowverse, he is very much likely to have a different origin since CW officials have made some major changes to characters like Zoom, Top, and much more in the Arrowverse.
Based on the fact that Savitar in the comics has a cult that warships him like he does in the upcoming 3rd season of the Flash chances are that his role in the show will be slightly similar to Mandarin from Invincible Iron Man and Smallville's Silver Banshee as he is someone assumed to be freed by Doctor Alchemy and the cult and for how long the Arrowverse's version of Savitar has had his speed for before and during his confinement, chances are that here in the Arrowverse he may turn out as the original speedster linked to the Speed Force.
Now once Barry goes head to head with his 4th meta human speedster adversary he will not be that easy for him to take down like Zoom and Eobard or even Rival. Now for whom ever CW may cast for Savitar, my best bet is on the Undertaker
With the long hair, the brawn muscles, and some serious attitude, the Undertaker of Wrestlemania himself would pull off a magnificent performance as Savitar taking on the Flash with both, speed and brawn, same with Wally, Jessie, and Jay Garrick and it will be a big thrill if he will drain the speedforce from one of them and how much more of a serious threat he may turn out to be to Cisco, Caitlin, Iris, Joe and Harrison Wells than Zoom. Still the one only question that will remain is will Savitar, his cult and Doctor Alchemy still be present in the third season after Barry undos Flashpoint? The reason for that is because Grant Gustin, the actor playing the show's protagonist himself said that there will be some permanent changes that other than Supergirl's world now being part 1, the existance of Savitar and his followers may be one of the permanent changes he was talking about as well.
