Why The Cast of G.I. Joe: The Rise of Cobra Isn't in G.I. Joe Retaliation

Why aren't the Joe's returning? I may have found the answer.

So I was watching G.I. Joe: The Rise of Cobra last night and after the Paris scene General Hawk says that all the Joe's from the incident can be released by the French Embassy on one condition, they are out of G.I. Joe. The Joe's he's addressing are Heavy Duty, Scarlett, Ripcord, and Breaker; Duke was captured by Cobra and Snake Eyes managed to sneak away. General Hawk says that they need to go back to The Pit before they're out but that they could take a "northern route" to go get Cobra. He also says to Joe's back at The Pit that his orders go agains all protocol. Duke and Snake Eyes return but not the rest of them. Could it be that the French Embassy wanted those Joe's gone but missed Duke and Snake Eyes? And that General Hawk was fired for going against protocol? It may not be the explanation in Retaliation but I do think it's a pretty good possibility. Let me know what you think in the comments!
