We didn't actually expect her to be anything more than a one-and-done antagonist in that Disney+ series, even after her duel with Ahsoka Tano concluded with the former Jedi demanding to know where Thrawn is.

It was a legitimately shocking moment that set the stage for Ahsoka, and the first two episodes waste no time in showing Baylan Skoll and his apprentice Shin Hati lay waste to the New Republic cruiser that's transporting Elsbeth to prison.
After she's freed, it's clear the villain is calling the shots and we soon learn she's tied to the Nightsisters of Dathomir. They were almost completely wiped out during the Clone Wars and a powerful clan of magick-wielding females capable of using the dark side to perform their arcane magicks.
Ahsoka confirms she's a longtime ally of Thrawn's and the abilities she shares with her ancestors prove crucial in tracking down the location of the missing Grand Admiral.

It's unclear how Baylan and Shin came to serve Elsbeth, but the former appears to have his own plans...which can only be realised by freeing Thrawn from his unwanted exile.
While theories have run rampant that he may be Heir to the Empire's Joruus C'baoth, there's no indication that's the case as Huyang identifies him as the Jedi Baylan Skoll based on his lightsaber design; he's been M.I.A. since the end of The Clone Wars so is yet another Order 66 survivor...unless that's just Baylan's blade!
Shin is his apprentice, anyway, while that mysterious Sith Inquisitor, Marrok, is still something of an enigma. He's a capable warrior and neither episode does much to debunk theories that a brainwashed Ezra Bridger is beneath the helmet (it's still possible he returned, was captured, and then revealed Thrawn's location).
In the closing moments of "Toil and Trouble," Baylan says it would be a shame to kill Ahsoka as there are so few Jedi left, making it hard to figure out where his loyalties lie. We think it's safe to say he's no Jedi, though. At least not anymore.
