From the looks of it, despite the fact that we haven't heard anything from him about this in forever, he still managed to get the script finished and i planning to have meetings about in the near future according to this:
"Despite all the work that went into that and juggling other video game voice work and motion capture opportunities, Ansah still found time to finish the script for the Legacy series and work on a business plan to present to potential investors (and to Capcom). He told us if he had both funding and license, he could shoot the rest of the series in just five months."
It also says Ansah being involved with other projects seems to be one of the reasons why things were kept quite on the project it seems:
" Ansah's been busy working on motion capture for Spec Ops: The Line and doing voice work and facial capture for the soon-to-be-released Crysis 2 (he plays Chino). Besides that, he's also kept up with Capcom for 3DS promotion projects in the United Kingdom."

Sweetre15: Personally, after seeing his short film and seeing how reverential he is to the source material I really want this to move forward and be made into a feature film or mini series of any kind because he seems to be the only person in hollywood that actually understands Street Fighter. The mistreatment of the source material in the last two live action films should reinforce my point pretty well.
