Ryan Coogler is rewriting Black Panther 2 after the tragic death of Chadwick Boseman last year, and Marvel Studios President Kevin Feige has confirmed that T'Challa will not be recast or replaced with a VFX stand-in. The character will, sadly, have to be written out of the MCU somehow, though.
Despite the original Black Panther's absence, it seems Marvel Studios has big plans for the sequel.
FandomWire is reporting that Doctor Doom will make his MCU debut in Black Panther 2, with the idea being that the ruler of Latveria is going to become a Thanos-level threat over time. His role in this film is said to be a small one, as Victor Von Doom pulls the strings from the shadows (likely meaning we're going to get a loose adaptation of the Doomwar storyline).
The site adds that Doom will eventually cross paths with the Fantastic Four, but there's more to Victor than just being Reed Richards' greatest foe.
While he blames Reed for his scarred visage, that happened during their college days. There's no reason Doom couldn't have spent the decades since then ruling over his home nation of Latveria before attempting to take advantage of a weakened Wakanda in T'Challa's absence. That certainly makes way more sense than the way the villain has previously been portrayed on screen.
